Abstract

The interface between creative industries and tourism has become a vital topic in the context of cultural policy, innovation-led development, and urban management. While governments increasingly adopt cluster strategies as tools for regional branding and economic diversification, there remains a need for clearer frameworks that connect these policies with local practices, stakeholder engagement, and digital transformation. This article approaches the issue from a managerial and policy-oriented lens, drawing on both theoretical literature and applied case studies. It proposes that creative clusters are no longer merely spatial agglomerations, but evolving ecosystems that require coordinated management, adaptive governance, and sensitivity to cultural dynamics. In doing so, the article contributes to both academic and applied debates on creative economy, spatial development, and innovation strategy.
