Abstract

The rapid development of autonomous vehicle (AV) technologies presents significant legal, ethical, and regulatory challenges that existing legal frameworks are not fully equipped to address. This study examines the necessity of establishing comprehensive liability, cybersecurity, and ethical governance mechanisms for high-level autonomous driving systems (Levels 3–5). It highlights the importance of advanced Event Data Recorders (EDRs) to ensure transparency and accountability by capturing pre-incident sensor data and algorithmic decision-making processes, while also safeguarding user data ownership and privacy rights. Furthermore, the paper explores systemic cybersecurity risks, advocating for the creation of state-backed reinsurance pools to mitigate large-scale damages caused by mass hacking or system failures.
