Abstract

The article examines the system of refereeing rules in Kurash and explains their importance for fairness, safety, educational discipline and international standardization of competitions. The study focuses on the functions of the center referee, side referees, scoring commands, penalty hierarchy and the role of clear gestures during a bout. Methodologically, the paper combines normative analysis of official Kurash rules, comparative interpretation of refereeing principles and a pedagogical monitoring model for referee training. The scientific novelty of the paper is the proposal of an integrated model that connects rule knowledge, visual recognition, ethical decision-making and post-bout feedback. The results show that referee competence is not limited to announcing scores; it also includes prevention of dangerous actions, protection of athletes and objective management of match dynamics. Tables, diagrams and illustrative statistics demonstrate how consistency can be measured in referee education. The article concludes with recommendations for referee seminars, video analysis, standardized assessment rubrics and digital recording of decisions.
